Are you looking for financial assistance to reduce your rent (or royalty if you are an institutional resident)? You can benefit from personalized housing assistance (APL) if you meet certain conditions. We will tell you what steps to take to benefit according to your situation (tenant or resident).
What applies to you ?
Tenant
You can use a simulator.
The simulator to be used differs according to your scheme: general scheme (family allowance fund - Caf) or agricultural scheme (agricultural social mutual benefit - MSA).
General scheme (Cif)

You must comply with conditions relating to your situation (data subject), your resources and your accommodation.
Conditions related to the person
You can take advantage of the APL if you are in any of the following :
- You're a tenant
- You are a sub-tenant (declared to the owner) of a fully or partially rented dwelling, provided you are elderly under 30 or to be housed in a family friendly.
There is no minimum age requirement. Therefore, you can be a minor and collect the PLA, but the lease must be signed by your parents. The rent receipt can be made out in your name. If you are emancipated minor, the lease must be in your name.
The PLA is awarded to all persons who make up the household.
Warning
THE PLA is not due if you are tenant of a dwelling of which you, your spouse or one of your ascendants or descendants, enjoy a share of the property or usufruct, personally or through business shares.
You can benefit from the APL if you are a foreigner or a national of a Member State of the European Union (EU)or the European Economic Area (EEA) or Switzerland.
Please note
If your children are in alternate care, you and the other parent can benefit from the LPA, but only for the cumulative period during which each child is at home during the year.
Housing-related conditions
The APL is awarded for a single dwelling.
This accommodation must be your principal residence .
The accommodation must be located in France. He has to respect certain standards of decency and conditions of settlement.
The dwelling must be agreed. Your landlord has to tell you (most low-cost housing is contracted).
Resource Requirements
The PLA is awarded on a means-tested and certain ceilings. These ceilings vary according to many criteria such as the composition of your hearth and the location of your accommodation.
All the assets of the persons who make up the household (spouse, Civil partnership partner, common-law partner) are taken into account on the Last 12 months.
Caf or MSA automatically recovers the amount of your resources from the tax department and France Travail (formerly Pôle emploi).
FYI
You cannot take advantage of the APL if you are attached to the tax shelter of your parents and that they pay the real estate wealth tax (IFI).

Your landlord deducts the LPA from your rent.
The PLA is due to from 1er day following the month of your request. The payment takes place every 5 of the month.
Example :
You move in on October 15, rights will open in November and on October 1er payment will take place on 5 december.
Yes, the payment of the APL may be suspended or interrupted in the following cases:
- The accommodation no longer fills the mandatory decency criteria or you refuse to have agents come in to check that these criteria are met
- You don't pay your rent anymore
- You do not provide the necessary supporting documents to maintain your APL (for example, a valid residence permit justifying your stay in France if you are a foreigner).
You can make a appeal against the decision rejecting your application.
This remedy differs depending on whether you are under the CFOA or the AMM. The procedure may also vary depending on where you live.

Personalized housing assistance (PLA) helps reduce your rent or royalty if you are a tenant or resident in an institution. It is subject to conditions.
Is the PLA due as soon as my rights are opened?
No, no, no. The APL is due from the first day following the month of your request. Payment is made every 5 months.
For example, you move in on October 15, the rights will open in November and on October 1er payment will take place on 5 december.
Can I apply for the PLA for my second home?
No, no, no. The LPA is only granted for your principal residence, that is, the residence you occupy for a minimum of 8 months per year (subject to exceptions).
Do I qualify for the PLA if the house belongs to my family?
No if your owner is an ascendant (father, mother, grandfather, grandmother...) or descendant (child, grandson, granddaughter...) of yourself or your Civil partnership or partner.

Can I get the PLA if I am a student?
Yeah. Yeah. You can get the APL if you rent a house.
When you apply, you must indicate your taxable personal resources (salaries, scholarships, savings income...).
Please note that if you receive the PLA, your parents will no longer receive family benefits for you. However, you can continue to be attached to your parents' tax home.
Can I touch the APL if I am in a roommate?
Yeah. Yeah. Each roommate can receive the PLA. Everyone must have their name on the lease and declare their personal income when applying for a PLA. The calculation of the aid takes into account the share of rent paid by each.
Can I receive the APL if I am subleased?
Yeah. Yeah. Both the tenant and the sub-tenant of a portion of the unit can receive the LPA provided they meet certain criteria:
· the sub-tenant must be under 30 or over 60 or have a disability

Does my LPA increase if my rent goes up?
No, no, no. The increase in your rent will not be taken into account immediately in the calculation of your LPA during the year.
However, at 1er January of the following year, your CFOC will automatically recalculate your LPA based on your rent from the previous July.
Is the PLA payment maintained if I can no longer pay my rent?
No, with some exceptions. If you have not paid your rent for at least 2 months, your LPA payment may be interrupted.
If my family or work situation changes, will my LPA amount change?
Yeah. Yeah. Any change in the situation of each household member can change the amount of your APL. You must promptly inform your CFOA to allow the calculation of your new rights.
I'm splitting up. Can I continue to receive the APL if my child is on alternate care?
